The other side: a case study, not a model

Record money, mixed returns

In 2026, Musk, AIPAC and California billionaires spent record sums. Case study: where the money lost, where it won, and what is known about paid and volunteer canvassing.

Updated 4 November 202621 min readSources (31)

Case documented through FEC filings read by Reuters, CBS News, the Texas Tribune, Wired and OpenSecrets, and reporting by The Guardian, FactCheck.org, Jewish Insider, JTA, CalMatters, Mission Local, Defector, Roll Call and AP. Independent case study, written the day after the election.

Overview

In 30 seconds

  1. $366M through September. Musk was the cycle's biggest donor; Democrats won the House and the Senate, including in Texas, where he spent the most.

  2. $54M through August. AIPAC's super PAC was the top outside spender; it lost in Michigan, CA-14 and NJ-11 and won in other races.

  3. $316.7M against Proposition 40, versus about $10M from the union. On 4 Nov, the billionaire tax was trailing, with no race call.

  4. 20% to 30% of America PAC's paid door visits in Arizona and Nevada were flagged as suspect by its own app in 2024; the vendors disputed it.

  5. 1 point was El-Sayed's primary margin against more than $30M from AIPAC. No one has yet measured what the volunteer field did.

Two years of money

  1. Oct 2024Leaked America PAC data show 20% to 30% of visits flagged as suspect in Arizona and Nevada (The Guardian). Wired reports paid canvassers on a quota of 1,000 doors a week.
  2. Apr–May 2025Brad Schimel, backed by Musk's money, loses the Wisconsin Supreme Court election. In May, Musk says he will spend "a lot less" on elections.
  3. 5 Feb 2026NJ-11 special primary: UDP spends more than $2.3M against Tom Malinowski, with ads about ICE and stock trading that never mention Israel. The winner is Analilia Mejia, Bernie Sanders's former political director, who was not targeted.
  4. 17 Mar 2026Illinois primaries: AIPAC-linked money ($22M, according to Mondoweiss) wins in IL-2 and IL-8 and loses in IL-7 and IL-9, where Daniel Biss wins.
  5. May–Jun 2026UDP wins away from the spotlight: more than $3M against Republican Thomas Massie (KY-4), who loses on 19 May, and more than $1M for Adrian Boafo (MD-5), who wins on 23 June. On 17 June, Proposition 40 qualifies with 980,438 valid signatures.
  6. Jul 2026According to the New York Times, Musk authorizes America PAC to spend $100M to $120M on a new field programme in at least eight states, centred on the Senate.
  7. 4–18 Aug 2026El-Sayed wins the Michigan primary by about one point despite more than $30M from AIPAC for Haley Stevens. On 18 August, Aisha Wahab wins CA-14 (53.1% to 46.9% with 95% counted) after more than $2.5M from UDP and allies.
  8. Sep 2026Musk gives SLF $75M (9 Sep) and $83M (23 Sep); SLF passes it all to Texas PAC the next day. Outside-group ads in Texas pass $217M.
  9. Oct 2026Wired counts $35.8M of America PAC field spending in the third quarter, with Blitz Canvassing holding the largest contract. In the first half of October, Musk puts another $76.8M into America PAC, according to IBTimes UK.
  10. 3–4 Nov 2026AP calls the House for Democrats at 1:26 a.m. ET on 4 November. Talarico and El-Sayed win, and CBS projects Sherrod Brown the winner in Ohio: three states where Musk's money went in. Proposition 40 is trailing, with no race call.

Three layers

The money reached voters along three routes, with different results.

  • Cheques for the airwavesMusk's $158M to SLF became TV, radio and digital ads through Texas PAC. Paxton lost.
  • Outsourced door-knockingAmerica PAC paid firms to knock on Republican voters' doors in seven Senate battleground states and several House races. No one has published how many doors were knocked in 2026 or how well.
  • Single-issue money in primaries and on the ballotUDP attacked Democratic candidates in primaries, almost never mentioning Israel, and lost the most visible ones. In California, billionaires funded the No on Proposition 40 and two competing measures, and were ahead in the count.
What isn't known. Documented: the amounts given and spent, according to FEC filings read by Reuters, CBS, the Texas Tribune, OpenSecrets and FactCheck.org; results called by AP or projected by CBS as of 4 Nov 2026.

Reported by a single source: Wired's figures on America PAC's 2026 field operation and its list of vendors, read on sites that reproduced the reporting. Disputed: the fake visits of 2024, which the vendors and America PAC deny. Not independently verified: El-Sayed's volunteers and doors (Defector, no source given). Unknown: America PAC's race-by-race record, the number of canvassers and doors in 2026, and the effect of each dollar on the vote. Alaska and Mississippi had not been called, and neither had Proposition 40.

What is known the day after

This case study was written on 4 November 2026, the day after the election. There is not yet any post-mortem from the people who ran America PAC, SLF, UDP or the No on Proposition 40 campaign, nor from the campaigns that faced them, and final spending figures are not out. What follows are results and statements published so far. This case will be revised as the people who ran these operations publish their accounts.

The terrain

In the US, super PACs can raise and spend without limit as long as they do not give to candidates and disclose their donors to the FEC.

In the US, super PACs can raise and spend without limit as long as they do not give to candidates and disclose their donors to the FEC. In 2026 the election turned on tariffs, prices, immigration and the war with Iran, according to Roll Call. What was specific to the US in 2026 and may be missing elsewhere.

Platforms

Paid TV, radio and digital
SLF spent more than $159M on ads in Texas through Texas PAC, double Talarico's campaign outlay, according to AdImpact as cited by the Texas Tribune. By the end of September, outside groups had spent more than $217M on ads in that race.
Outsourced door-knocking
In July 2026, according to the New York Times as cited by theGrio, Musk authorized America PAC to spend $100M to $120M on a new field programme in at least eight states, focused on the Senate. Wired counted $35.8M on field in the third quarter, with Blitz Canvassing holding the largest contract and at least six other vendors.
Canvassing app (Campaign Sidekick)
Logs each visit with GPS and time. In 2024 its automatic unusual-activity report, which weighs speed and distance from the door, is what exposed America PAC's suspect visits.
Pass-through committees
Musk gave SLF $75M on 9 September and $83M on 23 September; each time, SLF moved the same amount the next day to Texas PAC, set up in August. According to Politico, cited by FactCheck.org, UDP routed more than 40% of its primary spending through pop-up or pass-through PACs.
Mobilize and volunteer events
In the week of 13 July, El-Sayed's campaign listed about 86 events on Mobilize; Haley Stevens's listed no in-person events, according to Defector.
California's ballot
Conflicting measures can cancel each other out: Proposition 40 would only take effect with more votes than 41 and 42, which its opponents put on the ballot and funded.

Local conditions

  • Super PACs cannot give to candidates but can spend without limit on independent expenditures; donors appear in periodic FEC reports, often weeks after the money is spent (FactCheck.org).
  • Democrats also had a lot of money: Talarico raised $64M from July to September, a quarterly record for a Senate candidate, and Senate Majority PAC raised $151M in the third quarter.
  • A bad national environment for Republicans (tariffs, prices, immigration, the war with Iran), and mid-decade redistricting in Texas, North Carolina, Florida and Ohio that did not hold the seats, according to Roll Call.
  • Shifting opinion on Israel: in June, 48% of voters and 66% of Democrats told Quinnipiac the US is too supportive of Israel, the highest level in nine years.
  • In California, Governor Gavin Newsom, the teachers' union (CTA) and Planned Parenthood also opposed Proposition 40; the money was not alone.
  • In May 2025, Musk had said he would spend "a lot less" on elections. He came back as the cycle's biggest donor.

Method and evidence

The method

No one published a manual.

No one published a manual. The mechanism below was reconstructed from FEC filings read by the press and from reporting on 2024 and 2026.

Three fronts

Concentrate on the Senate
Almost all of Musk's cheque to SLF went to a single race, Texas, and America PAC had put $24.8M of the $31M it had spent by 6 October into seven Senate races, according to Wired.
Outsource the contact
Instead of volunteers, contracted firms recruited paid canvassers to visit low-propensity Republican voters and push registration and early voting.
Attack on whatever issue works
UDP attacked Democratic candidates over immigration, stock trading or public safety, not over Israel, the interest that drives its donors.

The money cycle

From the cheque to the voter's door, according to the sources cited.

  1. Give A megadonor writes an unlimited cheque to a super PAC.
  2. Pass through The super PAC moves the money to a committee set up for one race (SLF to Texas PAC, the next day) or to pop-up PACs with other names.
  3. Buy the airwaves TV, radio and digital, almost always negative ads against the opponent.
  4. Hire the field Firms such as Blitz Canvassing recruit paid canvassers, often from out of state.
  5. Demand volume In 2024, a quota of 1,000 doors a week, with hotel cover cut for anyone who missed it, at $30 an hour, according to Wired and Quartz.
  6. Measure through the app Each visit goes into the app with GPS; the unusual-activity report flags entries logged far from the door or too fast.
  7. Top up at the end Late money: more than $2.5M from UDP and allies from the start of August in CA-14, which voted on 18 August, and $76.8M from Musk to America PAC in the first half of October, according to IBTimes UK.

And again.

What to learn, and what never to copy

Part of what happened is campaign management that any side can use transparently.

Part of what happened is campaign management that any side can use transparently. Another part produced suspect door data, precarious work and a voter backlash against outside money.

Never copy

4
Quotas that reward fake doors
In 2024 America PAC canvassers had a quota of 1,000 doors a week under threat of losing their hotel (Wired), and the app flagged 20% to 30% of visits as suspect in Arizona and Nevada (The Guardian). The vendors deny it; the risk is field data no one can trust without an audit.
Recruiting without saying for whom
Canvassers told Wired they did not know they were working for Trump's campaign and were driven in the back of a rental truck with no seats. An election lawyer pointed to possible labour and election-law violations, and Michigan's Secretary of State was already investigating the group's data collection.
Paying voters for signatures
In 2024 America PAC paid for signatures and referrals and gave away $1M a day; the Justice Department warned it might be illegal (see the Trump 2024 case). Reuters counts the programme that paid $1M to registered voters who signed a petition among Musk's 2026-cycle spending tied to earlier elections.
Hiding the motive and the funder
UDP's ads against Malinowski were about ICE and stock trading, not Israel, and more than 40% of its primary spending went through pop-up or pass-through PACs (Politico, via FactCheck.org). Malinowski blamed AIPAC, and local Jewish leaders told Jewish Insider the attacks may have pushed votes to Mejia.

You can learn

5
Concentrate where the election is decided
SLF put almost all of Musk's money into one race. A democratic campaign can pick a few races and explain why; in Texas, even that focus was not enough against a well-funded opponent.
Pay for field work
Paid canvassing is legitimate; El-Sayed's campaign also had paid organizers and fellows. Pay by the hour, with decent conditions and no quota that rewards volume.
Audit the door data
The app's automatic report, with GPS, speed and distance from the door, exposed the suspect visits of 2024. Read those reports every week and discard what does not hold up.
Track the air war
AdImpact and FEC filings showed almost in real time how much each side was spending. Use that data to see where you are outgunned and where it is not worth competing.
Add allies to the money
Against Proposition 40, the billionaires came with the governor, teachers and Planned Parenthood. A campaign with little money needs allies with credibility of their own.

How to respond

6
Follow the money in public
CBS and the Texas Tribune traced the route from Musk to SLF to Texas PAC using FEC filings; AFP reported that 97% of UDP's large Michigan donations came from out of state. Publish that data early, with source and date.
Make the money an issue, with facts
Wahab answered that the district "cannot be bought" and won by about six points with 95% counted. Talking about who pays works better with verifiable numbers than with insinuation about motives.
Organize on networks that already exist
El-Sayed's campaign built on local progressive networks, weekly events across the state and organizers from each region. It won the primary by about a point, and in 2022 a strong field lost: necessary, but no guarantee.
Stay out of other people's fights
In NJ-11, UDP attacked the front-runner and Mejia, who did not go negative, won. It is a reading, not proof, but not attacking cost nothing.
Explain the ballot
When opponents put competing measures on the ballot, explain in every piece of material how they cancel each other out. In California, Proposition 42 was ahead while 40 was losing.
Audit your own side's field
If allies pay for canvassing, require GPS reports, hourly pay and spot checks. A Sister District review sums up the research: volunteer field efforts often outperform paid ones, not always, and quality decides.

Rules

What applied in this case: federal campaign finance law, state rules, labour law and this site's ethical rules.

What applied in this case: federal campaign finance law, state rules, labour law and this site's ethical rules.

Super PACs and independent expenditures
They cannot give to candidates but can raise and spend without limit on ads for or against them; donors must be disclosed to the FEC (FactCheck.org).
Disclosure after the spending
Reports are filed quarterly and before the election. Musk's September donations only became public in October, and America PAC's pre-general report was filed on 22 October.
Payments to voters
In 2024 the Justice Department warned that America PAC's prizes for petition signers might be illegal; the details and the lawsuits are in this site's Trump 2024 case.
Voter data and canvassers' work
In 2024 Michigan's Secretary of State was investigating America PAC's data collection, and North Carolina's attorney general was investigating a website that collected data without registering voters. An election lawyer pointed to possible labour-law violations.
Competing measures in California
When two approved measures conflict, the one with more votes prevails. That is why Proposition 40 would only stand with more votes than 41 and 42.
Real people and real data only
For democratic campaigns: no invented door counts, paid canvassers with decent conditions who know whom they work for, paid creators disclosed, and the funder named on every piece.

Limits

What this method doesn't do, and when it fails.
The wave had national causes
Roll Call cites tariffs, immigration, prices and the war with Iran. There is no way to separate the effect of the money from the effect of the environment.
Democrats had money too
Talarico raised $64M in one quarter and Senate Majority PAC $151M. This was not money against poverty.
No America PAC scorecard yet
No one has published how many races the group won or lost. Alaska and Mississippi had not been called on 4 November.
Organized people don't always win
El-Sayed won the primary by about a point, Andy Levin lost in 2022, AIPAC money won in Illinois, Kentucky and Maryland, and Proposition 40 was losing.
Volunteer numbers are unverified
El-Sayed's 10,000 volunteers and 190,000 doors appear in Defector with no source given and no independent verification.
The quality of paid field work in 2026 is unknown
The suspect visits date from 2024 and were disputed. For 2026 there is no public data on doors, canvassers or audits.
